CSC Chairs

 The Children’s Services Coalition and the hundreds of thousands of youths our agencies serve each year have been blessed with extraordinary leadership determined “to promote delivery of quality social and behavioral healthcare services for children and their families living in the Greater St. Louis Metropolitan area through advocacy, collaboration and cooperation.”

 CSC Board Chairs have dedicated considerable time and professional expertise to guide and grow our organization from the five founding organizations in 2009 to nearly 60 in 2021. Kudos and gratitude to them all! 


ELIZABETH mAKULEC

IMMEDIATE PAST CHAIR (2021-2023)

Ms. Makulec is Executive Director of KUTO, Kids Under Twenty One, a youth agency training youth with the skills, confidence and courage to help a friend or peer by implementing the ‘teens helping teens help themselves’ philosophy. She has over 25 years of experience in the field of youth development, mental health advocacy and prevention skills training.


Carla Monroe-Posey, PhD

past Chair (2019-2021)

Dr. Monroe-Posey served as CEO of St. Vincent Home for Children 2014 - 2020. She has extensive clinical and administration experience, including 22 years in the US Air Force where she served as Deputy Director of the Air Force Family Advocacy Program. She earned her doctorate in Clinical Social Work at Smith College and her master’s degree in health administration at Virginia Commonwealth University. She is deeply committed to advancing the mission of the Children’s Services Coalition.


Michael Meehan, PhD

PAST CHAIR (2017-2019)

Dr. Meehan has worked professionally in the child welfare field for more than 20 years. He has served a variety of clinical and management roles at Hawthorn Children’s Psychiatric Hospital, Hopewell Center, Epworth Children and Family Services, Good Shepherd Children & Family Services and MaryGrove. An experienced teacher and lecturer, Dr. Meehan has served as an Adjunct Professor of Psychology for Maryville University St. Louis since 2000.


Susan Kidder, MS

Past Chair (2015-2017)

Ms. Kidder served as Chief Executive Director of Safe Connections, the oldest and largest nonprofit in the region working to prevent and end domestic and sexual violence. She moved to St. Louis from Chicago in 2007, bringing over 30 years of nonprofit leadership experience in education and social justice. Susan earned her undergraduate degree from Illinois State University and Master’s from Eastern Illinois University.


Karen Nolte, MA

Past Chair (2013-2015)

Ms. Nolte is Chief Executive Officer of Family Forward, formed when Children’s Home Society—founded in 1891—merged with Family Resource Center in 2017. Karen has served in a leadership capacity at CHS since 1984 and as its Executive Director since 2005. Family Forward is a community leader in providing children with a permanent, safe and loving home.


Pat Holterman-Hommes, MA, LPC

Past Chair (2012-2014)

In 2013, Ms. Holterman-Hommes became the fourth President and CEO in Youth In Need’s history. She has been a key staff member at Youth In Need since 1990, serving most recently as Chief Program Officer. She has extensive expertise in the areas of adolescent development and family therapy, child abuse and neglect issues, positive youth development, and organizational development.

Ms. Holterman-Hommes serves on the boards of the Missouri Coalition of Children’s Agencies, Behavioral Health Network and the Community Council of St. Charles County. She also represents the needs of vulnerable children and youth on various statewide committees.
